According to The Thailand Film and Video Act B.E. 2551 (2008), any foreign filmmaker wishing to shoot film in Thailand, has to apply for film permission from Thailand Film Office. To apply for a film permit, filmmakers are required to hire a local coordinator (company or individual) who is officially registered with the Thailand Film Office, Department of Tourism. Each local coordinator must represent the foreign filmmaker for obtaining any necessary permits. They are also responsible for representing the film company in any matter arising both during and after the completion of shooting in Thailand. Once you have chosen and hired a local coordinator, they will help you compile the necessary documents to present to the Thailand Film Office on your behalf as well as contact and coordinate with all relevant agencies.
You can find a list of local coordinators that are registered with the Thailand Film Office at ‘Local Coordinator’ menu. Some coordinators specialize in serving clients with specific language skills such as Chinese, Hindi, German, French, Japanese, Korean, and etc. By law, Individual coordinators are not eligible for a big production e.g. Feature Films, TV series, Docudramas or fiction.
Any foreign film production that is going to be filmed in Thailand needs to apply for a film permit include Advertising, Music Video, Documentary, TV program and Public Relations, Short Film, Feature Film, TV Series, TV Drama, Reality Show

Yes, there are. Once the permit is granted, a representative from The Thailand Film Office is required to monitoring the shoot. A per diem for the representative is 2,000 Baht per day and is covered by the production company.

The duty of Thailand Film Office’s representative is to make sure that what is actually being shot has followed the script that has been previously approved. Any scenes vary from the script the representative is there to advise as to whether it is possible to shoot those scenes or not.
